Two considerations. Upfront costs and thermal efficiency costs.
Upfront costs.
Can you put up a less expensive wall? An NRG block can cost between two dollars and four dollars more per block than a comparable non-NRG block, depending on the market and the producer. There is no additional insulation or finishing needed. Compare that with a standard block wall, which requires insulation, drywall, and painting, and the costs are comparable. The difference is that an NRG wall pays for itself through energy savings. If there is a higher upfront cost for the NRG, it is paid for in short order through energy savings.
Thermal efficiency costs.
Given that an NRG wall can thermally outperform an R-54 wall built to LEED 3.0 standards, imagine the cost of adding 10" of EPS, plus drywall and painting, and still not achieving the thermal performance of the NRG wall.
Cost effective. Energy efficient. NRG wins.
